Observing both a gap in basic life skills and employment-readiness opportunities for low and no-income local residents, and utilizing the existing infrastructure initially of the Nutrition Programs as a tool, NCRC developed or contracted to offer various programs and services designed to help individuals to improve their own life circumstances and to impart a sense of personal empowerment.
